2. Background and Need
India — the land of festivals — is witnessing a silent social issue: a growing lack of opportunities to celebrate together.

While our economy and technology have advanced, citizens face rising emotional isolation, cultural disconnection, and community decline.

Key Issues Identified:

  • Urban citizens face high stress and lack public spaces to relax or celebrate

  • Youth have few platforms for creative cultural expression

  • Rural and elderly populations are excluded from modern celebrations

  • Local traditions and community festivals are disappearing

  • Mental health issues are rising due to a lack of joy, connection, and recreation

Hence, Celebration Kawach is designed as a National Happiness Infrastructure Project, combining cultural revival, social unity, mental well-being, and inclusive celebration spaces across India.

3. Core Objectives

  • Establish Celebration Centres in every district — safe spaces for community events

  • Organise monthly and seasonal festivals promoting cultural unity and joy

  • Provide creative and recreational opportunities for youth, women, and elderly citizens

  • Empower local artisans, performers, and vendors through celebration-based employment

  • Foster mental health and social harmony through collective happiness

5. Project Components

A. Celebration Kawach Centres (CKCs)

  • Establish 1 centre in every district as a hub for community joy

  • Facilities: open stage, playground, cultural hall, women’s corner, kids’ zone, and safety systems

  • Managed jointly by local NGOs, volunteers, and IPV Trust representatives

B. National Happiness Calendar
Pre-planned monthly celebrations with social, cultural, and health themes:

  • January – New Year of Unity

  • February – Art and Love Month

  • March – Festival of Colours and Harmony

  • April – Earth and Farmer Month

  • And so on for all 12 months

Each event features food fairs, cultural performances, games, and community volunteering opportunities.

C. Local Talent and Art Empowerment Program

  • Identify and promote local singers, dancers, painters, storytellers, and artisans

  • Celebration Centres to host Open Stage evenings every week

  • Employment and recognition for local talents through CSR sponsorship

D. Happiness and Mental Wellness Campaign

  • Conduct emotional wellness camps, laughter clubs, yoga, and music therapy

  • Happiness First training workshops for schools and offices

  • Collaboration with psychologists and wellness experts

E. Cultural Tourism and Local Economy Boost

  • Promote district-level celebration events to attract visitors
